Texas Oil Executive Arrested in New York on Theft and Organized Crime Charges

Josh Cohen, the head of Vision Oil & Gas, was arrested in Nassau County, New York on Friday following a cross-state law enforcement operation coordinated by Reeves County District Attorney Sarah Stogner. Cohen faces two charges: theft of services and engaging in organized criminal activity — the latter a serious felony under Texas law. The case centers on more than $300,000 in allegedly stolen services tied to oilfield operations in the Permian Basin of West Texas.

Stogner's office became involved after alleged victims began sharing their experiences publicly online — a modern investigative starting point that ultimately led to a multi-state arrest. Cohen, who lives in New York but runs operations in the Permian Basin, is being held in New York pending extradition to Texas. His attorney, Lane Haygood, declined to comment on the merits of the case.

Stogner used the arrest to highlight a broader problem in the oil patch: the difficulty small, rural prosecutor offices face when pursuing financially complex, electronically documented fraud cases. With most oil and gas operations located in sparsely populated counties that lack large investigative staffs, these cases often go unpursued. Stogner emphasized that her office would pursue suspects regardless of where they flee — crossing county and state lines to make the arrest in New York. The investigation is described as ongoing, suggesting additional charges or defendants could follow.
