NYC Mayor Mamdani Launches COGE — A Progressive Spin on DOGE

New York City Mayor Zohran Mamdani has unveiled a Commission on Government Efficiency (COGE), borrowing the acronym playbook from the Trump administration's federal cost-cutting effort while explicitly distancing the initiative from Elon Musk's slash-and-burn approach. Announced at a May 28 press conference, COGE is framed as a working-class-focused reform effort aimed at cutting bureaucratic red tape, improving access to affordable housing, strengthening public schools, and streamlining the city's social safety net programs. Veteran public servant Ann Cheng will serve as executive director.

Mamdani drew a sharp contrast with the federal DOGE initiative, arguing that Musk exploited widespread public appetite for efficient government as cover to gut services that ordinary Americans depend on. For Mamdani, efficiency is not an ideological weapon but a practical obligation — describing it as the same discipline a working-class New Yorker exercises when balancing household bills.

The commission builds on groundwork Mamdani laid shortly after taking office, when he installed chief savings officers across city agencies with a mandate to identify high-return programs and propose targeted cuts. A March review surfaced early wins: technology modernization, office space consolidation, and lease management savings. Among the specifics — the Department of Sanitation agreed to vacate unused office space, and the Taxi and Limousine Commission will cancel its Slack subscription in fiscal year 2027. Combined, these initial proposals tallied in the hundreds of thousands of dollars — modest sums, but symbolic of the direction.

COGE plans to host public meetings and hearings to gather direct input from New Yorkers, positioning the effort as participatory rather than top-down. The administration says the commission will focus on equipping city agencies with the authority and tools needed to run public programs effectively — a notably different mandate than the federal DOGE, which centered on workforce reductions and contract cancellations before the White House began winding it down.
